Sindh School Fee Hike: Government Orders Karachi School to Reverse Increase and Refund Parents

The Sindh school fee hike issue has prompted action from the provincial government after a private school in Karachi was directed to withdraw an unapproved increase in tuition fees and refund any additional amount collected from parents. The order was issued following complaints that the school had raised its fees during the summer holidays without obtaining the required approval from the relevant authority.

According to Dawn, the Directorate of Inspection and Registration of Private Institutions, operating under Sindh’s School Education and Literacy Department, instructed Veritas Learning Circle (Primary) to stop collecting the increased fees immediately. The school has also been directed to return any excess tuition already received and submit proof of compliance within 15 days.

The move highlights the Sindh government’s stance on enforcing regulations governing private educational institutions and protecting parents from unauthorized fee increases.

Sindh Government Orders Immediate Reversal of Fee Increase

A letter issued by the Directorate on July 10 informed the school’s administration that an inquiry had found the institution had increased tuition fees without approval from the registration authority.

The matter came under review after parents lodged complaints regarding what authorities described as an “illegal and extraordinary” increase in tuition fees.

According to the official letter, the Directorate concluded that all campuses operating under the school had implemented higher tuition charges without obtaining prior permission, which it said violated the Sindh Private Educational Institutions (Regulation and Control) Rules, 2005.

As a result, the school has been instructed to stop charging any unapproved fees with immediate effect.

School Directed to Refund Excess Tuition Fees

The Directorate also ordered the institution to refund any additional tuition fees collected from students.

According to the official directive, the school must complete the refund process and submit documentary evidence to the Directorate within 15 days to demonstrate compliance.

Officials further instructed the institution to charge only the tuition fee that has already been approved by the registration authority.

The letter warned that failure to comply could result in legal action under the applicable education laws and regulations governing private schools in Sindh.

Why Authorities Took Action

According to Dawn, the Directorate initiated proceedings after receiving complaints from parents regarding the sudden increase in fees.

Rafia Mallah, Additional Director of Registration at the Directorate of Private Schools, explained that private schools are generally allowed to seek approval for a five percent increase in tuition fees when renewing their registration.

However, she stated that Veritas Learning Circle had neither applied for the permitted increase nor was its registration renewal due this year.

Instead, authorities found during a hearing that the institution had independently decided to raise tuition fees without official approval.

Following that hearing, the Directorate issued formal instructions prohibiting the school from increasing fees beyond the previously approved amount.

Committee Formed After Parents Raised Concerns

Education officials constituted a committee after receiving complaints from parents regarding the revised fee structure.

As the school was closed during the summer holidays, its representatives were called to appear before the Directorate for a hearing on July 9.

Following the proceedings, authorities determined that the fee increase had not been authorised and subsequently issued written directions requiring the school to reverse its decision.

The case reflects the government’s process for investigating complaints related to private educational institutions before taking regulatory action.

Directorate Issues Circular to All Private Schools

Alongside the action against the Karachi school, the Directorate also circulated fresh instructions to private schools across Sindh.

According to Dawn, the circular reminded schools that they must not collect any tuition fee beyond the amount approved by the registration authority.

Schools were also instructed not to impose hidden or additional charges on parents without official approval.

The Directorate directed institutions to prominently display their approved fee structure on school notice boards and at reception areas to improve transparency for parents.

Officials stated that these measures are intended to reduce disputes over school fees and ensure that parents have clear information regarding approved charges.

Legal Provisions Governing School Fees

The Directorate cited provisions of the Sindh Private Educational Institutions (Regulation and Control) Rules, 2005 while issuing the directives.

According to the rules, charging tuition fees beyond the approved amount or collecting unauthorised fees may constitute a violation of the law.

Authorities also referred to provisions of the Sindh Private Educational Institutions (Regulation and Control) Ordinance, 2001, under which violations may attract financial penalties.

The circular noted that schools found breaching these regulations could face fines and, in more serious cases, suspension or cancellation of their registration certificates in accordance with the relevant legal provisions.

Why This Decision Matters

Private school fee increases have remained a recurring concern for many families across Pakistan, particularly during the beginning of a new academic session.

For parents, unapproved tuition increases can create unexpected financial pressure, especially when combined with additional education-related expenses.

The Sindh government’s latest action signals that regulatory authorities intend to enforce existing laws governing private schools more strictly.

It also serves as a reminder to educational institutions that any revision in tuition fees must follow the legal approval process before implementation.

The Directorate’s wider circular suggests that similar complaints against other schools may also be examined if institutions are found violating the regulations.

For parents, the decision reinforces their right to question fee increases that have not received official approval from the registration authority.

What Happens Next?

Veritas Learning Circle has been instructed to comply with the Directorate’s orders by refunding excess tuition fees and submitting documentary evidence within 15 days.

Authorities have stated that further action may be initiated if the institution fails to follow the directives.

Meanwhile, the Directorate has reminded all private schools in Sindh to adhere to approved fee structures and avoid charging hidden or unauthorized fees.

Education officials are expected to continue monitoring compliance to ensure that schools follow the regulations governing tuition fees across the province.
